Which hardware is best suited for running the CathexisVision Client software?

Answer

It very much depends on what the CathexiVision client PC is being required to do, the resolution of the monitors, the resolution of the cameras being displayed and the ability of the cameras to send low and high resolution streams.

For general every day use, displaying say 16 cameras of varying resolutions on a 4K monitor and those cameras being capable of low and high res streams then an i7 9700k with 16GB would be sufficient.

If you are needing to support many more cameras on multiple monitors then look at adding reasonable graphics card ie. Nvidia GT1650.
